PROBLEM TO BE SOLVED: To provide a caulked seal plate packing for a small high pressure gas cylinder, capable of reliably shutting off a leak passage with a caulked seal structure for a cylinder opening portion, and to provide a caulked structure using the same. SOLUTION: The seal plate packing 1 comprises an annular body 2 having a flat seal face 4 on one face 3 in the direction of an axial line X and a plurality of columns 6 on the other face 5, protruded parallel to the axial line. The body also has a distortion absorbing annular recessed portion 8 on an outer peripheral face 7, a curved seal face 9 on the side of the flat seal face across the annular recessed portion, and a circular positioning 10 radially protruded from the side of the other face. The plurality of columns each have an end face 11 parallel to the flat seal face, and a gas passage 26 is formed among an opening edge 24 of a sleeve 23 formed in an opening portion 22 of the cylinder 21, a stepped face 25 at the opposite end and the other face. The positioning secures the gas passage 28 between the inner peripheral face 27 of he sleeve and the outer peripheral face. The caulked structure uses the seal plate packing.
