PROBLEM TO BE SOLVED: To provide a formulation to be added to a chelating agent-organic acid cleaning liquid for removing an oxide film on a metal surface, such as rust and scale, which inhibits the corrosion and pitting corrosion of a metal base in the cleaning liquid, and does not comprise mutagen on its addition. SOLUTION: The corrosion inhibitor is composed of (1) one or more kinds selected from 2-alkyl-N-carboxyalkyl-N-hydroxyalkylimidazoliniumbetaine and/or the alkali metal salt ofβ-alkylaminocarboxylic acid as ampholytic surfactants. (2) A formulation obtained by mixing the substance in (1) with at least one kind selected from organic compounds including mercaptan radicals (HS-), thiocyanic acid radicals (-SCN), or the alkali metal salts (NaS-, KS-, LiS-) of mercaptan radicals is used.
