In a compression process (S10), each allocation table is converted so as to collect sub-bands of common pattern (S11), and further converted into a single table (S12). An offset value corresponding to each sub-band is determined on a table (S13) and these tables are stored in a memory (S14). In a decoding process (S20), an offset value is determined using the sub-band as a key (S21), and the number of quantization steps is obtained from a pattern read out from the table by using that offset value (S22).
