PROBLEM TO BE SOLVED: To find a moving state of a vehicle without using a conventional displacement sensor. SOLUTION: Magnetic sensors 4, 4' having the maximum sensitivity axis S4 are attached to at least one wheel 2 of the vehicle 3, a signal expressing a change in a value of a magnetic field detected by each of the magnetic sensors 4, 4' is supplied by measuring the signal in a terminal of the each of the magnetic sensors 4, 4', information of the vehicle being under a stationary condition is provided when no change exists in the supplied signal, and information of the vehicle being under a traveling condition is provided when the change exists in the supplied signal.
