PROBLEM TO BE SOLVED: To provide a system capable of controlling and inhibiting an obstruction to appreciation caused by adhesion of algae to a wall surface of a water tank, deterioration in transparency caused by discoloration of water, an offensive odor, and the like and capable of maintaining and controlling a growing environment of fishes and shellfishes in a good state, by solving such problems that the algae adhere to a glass surface or a resin surface of the water tank, or the water is discolored in a green color, a drab color, etc., and the offensive odor is emitted, as a result of occurrence of the algae in the water tank, such as a water tank for breeding including a fish and shellfish-growing pond and a water tank for the appreciation including a tank used in an aquarium, and further deterioration in a habitat environment of the fishes and shellfishes, including an attack of disease, is caused by water pollution. SOLUTION: This system for controlling and inhibiting the occurrence of the algae comprises spraying water on a substance which is positioned on an upper part of a circulation and filtration unit of water tank upper part-mounting type and has photocatalytic action in the presence of light having a wavelength of an ultraviolet region, a visible region, or a region from the ultraviolet region to the visible region, or bringing the water into contact with the substance in a state of a thin layer, so that the system realizes an apparatus which decreases energy loss of the light, exhibits the photocatalytic action by titanium oxide, is given at a low cost, and is simple.
