PROBLEM TO BE SOLVED: To solve a problem wherein the accuracy of the validity verifying result of a certificate can not be guaranteed because a cached CRL is not the latest one if the CRL is cached for an increased speed of the validity determination processing of the certification, when a certificate authority urgently issues the CRL. SOLUTION: When a CRL is issued, the certificate authority notifies a CRL issuance to certificate validation servers and the certificate validation servers received the CRL issuance notification cache the latest CRL.
