PROBLEM TO BE SOLVED: To provide a hair winding rod used in a permanent wave applying method which can sharply reduce damage of hair while maintaining an enough wave forming force. SOLUTION: The hair winding rod keeps both metals 1 and 2 stick mutually by mounting closed-end coil springs 11 and 12, which consists of iron Fe which is the 1st metal 1 with a smaller ionization tendency or/and higher electric potential than magnesium Mg, in the circumference of a rod body consisting of a round bar 21 of the magnesium Mg which is the 2nd metal, moisture is changed into alkaline-reduced ionic water by oxidation action of the magnesium by oxidizing the magnesium within a considered moisture atmosphere using the hair winding rod, and the alkaline-reduced ionic water serves as the 1st agent of a permanent wave used by a reduction process.
