PROBLEM TO BE SOLVED: To reduce the HC amount contained in the exhaust gas from an internal combustion engine, with securing the combustion stability of the internal combustion engine. SOLUTION: The EGR control device is provided with an oxygen enriching device 8 installed in an intake system 3 of the internal combustion engine 2, to increase the oxygen concentration contained in the intake air, an EGR device 11 for mixing the exhaust gas exhausted from a combustion chamber of the internal combustion engine 2 with the intake air as EGR gas, and for adjusting the EGR gas amount mixed with the intake air, a cold state judging means 21 for judging whether the internal combustion engine 2 is in a cold state, and a control means 22 for controlling the oxygen enriching device 8 so as to increase the oxygen concentration in the intake air when judged by the cold state judging means 21 as that the internal combustion engine 2 is in the cold state, and for controlling the EGR device 8 so as to increase the EGR gas amount mixed with the intake air.
