PROBLEM TO BE SOLVED: To provide an organic titanium cross-linking agent stable for a long term as an aqueous solution and effectively cross-links a water soluble resin at low temperatures. SOLUTION: The organic titanium cross-linking agent of the present invention has a hexa-coordinated structure and effectively proceeds cross-linking of the water soluble resin at low temperatures and gives high stability in the component solution and big advantages on working.
