PROBLEM TO BE SOLVED: To decompose a large amount of organic substances with microorganisms in a short time by dispersively supplying the organic substances finely pulverized up to a micron level to phytochips and/or sawdust, namely a moving bacteria bed. SOLUTION: A device 1 for decomposing the organic substances with microorganisms is provided with an ultra-finely pulverizing device 10 mechanically ultra-finely pulverizing the organic substances floating on a water flow up to a micron level by a shear action of a high speed water flow W1 of preferably 8 m/s or higher, by an impact action of a part of changing flow direction and/or by a cavitation action of air in the water flow, a device 1C moving in a vessel the phytochips C as the bacteria bed where a lot of microorganisms such as zymogens live, and a spray water pipe 1D dispersively supplying in the vessel the water flow containing the ultra-finely pulverized organic substances to the hytochips C. The ultra-finely pulverized organic substances in the water flow dispersively supplied in the vessel are decomposed by the microorganisms while the hytochips are moving in the vessel.
