PROBLEM TO BE SOLVED: To provide a means for periodically crashing a small astronomical object against a planet and an effective means for avoiding a small planet having possibility that it may collide to the earth in the future in order to improve environment of the planet other than the earth. SOLUTION: The small planet existing in a small planet area is automatically captured and conveyed by a plurality of conveying devices in which thrust/specific thrust of a protection device developed so as to automatically capture and convey the small planet is large, they are efficiently/periodically/collectively crashed against the planet, an ice floor is melted by the crashing energy/heat, huge amount of water and water vapor is produced and improvement of environment of the planet is effectively propelled by water vapor accumulated in the sky. The development device is further efficient if it is propelled while building up a connection with a reflection base system group of the protection device together and in cooperation therewith. The conveying device is connected by a conveying network for controlling respective bodies and by a network of an observation device and a large size electronic computer of an earth control body.
