PROBLEM TO BE SOLVED: To provide an environment management device, an environment management system, an environment management method and an environment management program capable of automatically optimizing the pleasance of a room air environment without making the user conscious thereof. SOLUTION: This environment management devices 10 which can be set in a room RM and can be carried, has a detection unit 11, a judgment units 12, and an output unit 14. The detection unit 11 detects the air environment in the room RM. The judgment unit 12 judges whether the air environment in the room RM is within a pleasant range according to the air environment in the room RM. The output unit 14 outputs a control signal to an air conditioner 20 for setting the air environment in the room to the pleasant range at least according to the result judged by the judgment unit 12.
