PROBLEM TO BE SOLVED: To avoid an uncontrollable event, by unexpected operation of a lock mechanism to lock, in a control state of performing ordinary relative rotational phase control, in a valve opening-closing timing control device forcibly holdable by the lock mechanism wherein a lock phase for operating the lock mechanism is set to the so-called intermediate phase. SOLUTION: A control valve comprises a relative rotational phase control area A2 for controlling a relative rotational phase as a moving area of a spool, and a lock control area A1 arranged in contact with the relative rotational phase control area A2 and performing control to the lock mechanism; and is provided with a restricting means for substituting for a restriction control command for detaining the movement of the spool in the relative rotational phase control area A2 when a control command generated by a relative rotational phase control means is a control command having the possibility of intruding the spool into the lock control area A1 side by going over the relative rotational phase control area A2.
