A paper transporting felt includes a base layer (11), a first batt layer (13A) formed on a wet paper side surface of the base layer (11), a second latt layer (13B) formed on a roll side surface or a shoe side surface of the base layer (11) and a wet paper contacting layer (25) formed on a wet paper side surface of the first batt layer (13A) so as to come into direct contact with a wet paper. The wet paper contacting layer (25) is formed of a flexible resin material.
