Method for radio resource allocation between various mobile classes

The process involves, at given analysis instants, for each of mobile types, at the exception of high priority class, evaluating needs of mobiles of the type. The needs are compared at the level of service offered at the instant by a fraction of total power and a number of codes allocated to the mobiles. The preemption of the power and code numbers by the mobiles of high priority types is allowed based on the comparison result.
