A polymer electrolyte membrane composed of (a) a fluorine polymer electrolyte having an ion-exchange group and (b) a basic polymer is characterized in that at least a part of the component (a) and at least a part of the component (b) are chemically bonded with each other if desired. A method for producing such a polymer electrolyte membrane is also disclosed. A membrane electrode assembly wherein the polymer electrolyte membrane is tightly held between an anode and a cathode and a solid polymer fuel cell using such a membrane electrode assembly are further disclosed.
