The engine has a cylinder head closing cylinders, where each cylinder is connected to a distributor by a swirl duct and a filling duct (4). A closing system for closing the duct (4) has two flaps (2, 3) adapted to take different positions in the duct (4) for varying air passage section. The flaps are arranged and actuated to take a finite number of preset stable positions. The flaps are fabricated according to unique set of dimensions. An independent claim is also included for a motor vehicle including an internal combustion engine.
