PROBLEM TO BE SOLVED: To efficiently perform processing without narrowing down audio frequency bandwidth even at a low bit rate. SOLUTION: In an audio signal processing apparatus, an encoding unit includes a similarity analysis section 32 which searches the most similar subband having a similarity higher than a prescribed value to each 1st subband among 2nd subbands for the 1st subband and generates information on the searched 2nd subband, and a decoding unit includes a high-frequency component restoration section 54 which duplicates data on the searched 2nd subband as data on the 1st subband by using the information on the 2nd subband sent in bit stream format and decodes the 1st subband. The 1st subbands are subbands that belong to a high frequency band in a band of a result of subband-filtering the input audio signal and the 2nd subbands are subbands that belong to a low frequency band in a band of the result of subband-filtering.
