PROBLEM TO BE SOLVED: To provide an evacuation guidance system (device) capable of performing the most suitable evacuation guidance with radio communication with a mobile phone by utilizing a leaking coaxial cable. SOLUTION: The evacuation guidance system 100 comprises the leaking coaxial cable 300 laid in a facility such as an underground passage, an evacuation guidance device 200 which is connected with the leaking coaxial cable 300 and copes with emergency, and the mobile phone 500 with an emergency driving function which performs radio communication between the mobile phone and evacuation guidance device 200 via the leaking coaxial cable 300. The evacuation guidance system 100 can perform evacuation guidance with radio communication between the evacuation guidance device 200 and mobile phone 500 in an emergency, and obtains the most suitable evacuation guidance.
