<P>PROBLEM TO BE SOLVED: To provide a conductive roller manufacturing method capable of forming a coating layer of a highly accurate film-thickness on the periphery of a substrate without contaminating a coating material, and to provide a conductive roller formed by the method. <P>SOLUTION: A ultra die 11 has a slit-like opening 12 longer than the length of the substrate 6 and is disposed such that the opening 12 is parallel to the substrate 6 and opposite the peripheral face of the substrate 6. While a coating material having a predetermined flow rate is supplied to the ultra die 11 and the substrate is rotated, the coating material supplied to the ultra die 11 is applied to the periphery of the substrate 6 from the opening 12 as it is.
