PROBLEM TO BE SOLVED: To provide a cargo handling apparatus having a multi-lot input pallet, inputting multi-lot of billets in working the billet and reducing slinging work in carrying in and out the billet. SOLUTION: This cargo handling apparatus includes: a lifter 8 provided to freely elevate as a means for carrying in and out a billet 3; and a multi-lot input pallet, wherein the multi-lot input pallet is formed of a multi-stage pallet 6 formed by stacking pallets 6a for inputting the billets as a carried material of multi-lot in two or more stages, one pair of both of opposite side walls of each pallet 6a of the multi-stage pallet 6 are formed as independently opened and closed gates 7, in carrying in and out the billet 3, the multi-stage pallet 6 is placed on the lifter 8, one gate 7 is opened by elevation of the lifter 8, and the gates 7 are opened by lowering of the lifter 8.
