PROBLEM TO BE SOLVED: To provide a programming device for a bending machine which is applicable to a press brake or the like, and capable of avoiding any unexpected interference between a workpiece and a punch while maintaining the high-speed bending, and capable of preparing a control program to perform the control without any special operation by a worker. SOLUTION: In a bending machine 10 to bend a plate workpiece W by lowering a punch 4 with respect to a die 2, a programming device 20 prepares a control program 11 to set the changing position H2 to change the lowering speed from the high value to the low value while the punch 4 is lowered, and comprises a workpiece shape storage means 21 to store the shape of the plate workpiece W to be bent, a changing position set means 22, and a program preparation means 23. The changing position set means 22 sets the position higher by the predetermined quantityΔthan the highest position of a bent piece Wa as the changing position H2 when the plate workpiece W to be bent has a shape having an upwardly rising bent piece Wa based on the shape of the plate workpiece W stored in the work shape storage means 21.
