PROBLEM TO BE SOLVED: To provide information allowing easy and sure verification of procedures for a medical practice.

SOLUTION: An information collection part 11 collects status information showing a status of a medical instrument and/or a status of a person in time series. A procedure analysis part 14 determines an operation procedure for a plurality of stages according to an event occurrence condition determined according to the status information, and also determines respective starting timing of the a plurality of stages according to the status information. The procedure analysis part 14 generates procedure information showing the operation procedure and the respective starting timing of a plurality of stages.
