<P>PROBLEM TO BE SOLVED: To realize an improvement in quality of service by (1) accepting article order to a store at place except DSRC (Dedicated Short Range Communications) communication area, (2) providing a mechanism which guarantees visit to the store of orderer or assures their visit to the store, (3) identifying the orderer at the time of their visit, and (4) providing service matching to user's taste and needs. <P>SOLUTION: When order information is input from an order information input part 101 of a mobile telephone 100, a certificate issuing part 505 of a management server system 500 issues a certificate and transmits it to the mobile telephone 100. When a mobile information transfer part 301 of a road-side machine 300 transfers vehicle-mounted set ID received by DSRC communication from mobile information transmitting part 201 of vehicle-mounted set 200, the certificate issuing part 505 of the management server system 500 transmits issued certificate to a store terminal device 400.
