PROBLEM TO BE SOLVED: To provide a semiconductor circuit being a timer circuit or an oscillation circuit, which stably operates, from a lower voltage, over a wide power supply voltage range. SOLUTION: A capacitor 11 is charged using a current source 12 that is driven by a power supply voltage Vcc, outputs a current dependently upon the power supply voltage Vcc and outputs a reference voltage Vref lower than the power supply voltage Vcc just for a predetermined reduction voltage. A comparator 14 compares a voltage of the capacitor 11 with the reference voltage Vref outputted from the current source 12 and outputs an output signal if the voltage becomes equal with or higher than the reference voltage Vref. A timer circuit 40 outputs an output signal after the lapse of delay time within which the voltage of the capacitor 11 is elevated in substantially proportionally with the lapse of time because of its charging from the start of supply of the power supply voltage Vcc and reaches the reference voltage Vref.
