PROBLEM TO BE SOLVED: To provide a method for managing the terminal of a power/information unitary management system capable of providing communication having improved security and capable of preventing the connection of an unpermitted terminal without sacrificing installation easiness with which power line communication is originally equipped. SOLUTION: A terminal such as a remote unit connected to a power line of each system has a communication encrypting function. Encryption keys for encryption are unitarily managed by a headend device, and the headend device has a function for previously supplying encryption keys to respective terminals. Each terminal has a function for requesting the encryption key when the terminal is connected to a power line network first, and after providing the encryption key once, encrypted communication can be performed between terminals sharing the encryption key.
