PROBLEM TO BE SOLVED: To solve the problem wherein an application with a time limit is unexecutable within a specified period of time, in the event that the frequent occurrence of transmission to and reception from a control bus increases the load of a communication interrupt process and reduces the time to execute the application. SOLUTION: The rate of time during which the communication interrupt process is executed within a scan period is determined in advance. If the time of the communication interrupt process exceeds the rate, a communication interrupt is masked and an interrupt mask is canceled at the beginning of the scan period.
