The steam structure has a throttle valve - (1) that has a connecting pipe (11) whose bottom portion is connected to a valve seat (4). The valve seat is connected to a backflow pipe (5), and has a hollow body interconnected with the connecting pipe of the throttle valve and backflow pipe. An enclosing valve (3) is placed in the valve seat for sealing the backflow pipe. - A steam pipe (2) is connected to one side of the throttle valve. The enclosing valve is made of flexible material, and includes a valve (31) surrounding by a thin film (32). The enclosing valve also includes a skirt (33) that has holes (331), and an outer edge engaging the valve seat. The valve has an outer diameter corresponding to the inner diameter of the backflow pipe. The valve is pushed by the thin film to stay away from the backflow pipe in an idle status. The holes the skirt interconnects to the backflow pipe. Upon receiving steam pressure, the valve is pushes down the thin film so that the valve can seal the backflow pipe.
