PROBLEM TO BE SOLVED: To provide a filling valve capable of completely fully filling a liquid during filling, avoiding sagging of the liquid, and therefore, providing a high accuracy of the amount of filled content and easily controlling the amount of the filled content, and to provide a filling method. SOLUTION: In the filling valve for filling a liquid containing no carbon dioxide into a container with an opening edge on its upper end under a constant pressure, the container is elevated by a container lifter when filled, and at the same time when the opening edge of the container pushes up a slide, the liquid valve is opened to fill the liquid into the container, and after filling is completed, at the same time when the container is lowered, the liquid valve is closed. The liquid valve is formed so that the inner peripheral face formed on the lower end of the slide and the liquid valve body on the lower end of a vent tube are opened and closed by bringing them into contact with each other and separating from each other. An air valve is formed by providing an opening on the upper side of the liquid valve at a part brought into contact with the inner peripheral face of the slide by making eccentric at the lower part of the vent tube, so that the liquid valve and the air valve are simultaneously opened and closed.
