PROBLEM TO BE SOLVED: To improve returning property of a steering wheel by a power steering device for simplifying an assembling work of a part to a cylinder tube. SOLUTION: A first diameter-contraction part 24 having a smaller inner diameter than an inner diameter of the cylinder tube 1 and a third diameter-contraction part 25 having a larger inner diameter than the first diameter-contraction part 24 and having a smaller inner diameter than the inner diameter of the cylinder tube 1 are formed on an inner peripheral side of the cylinder tube 1. A first holder 17 provided with a first seal member 12 and a first coil spring 19 is inserted to the first diameter-contraction part 24 and the third diameter-contraction part 25 from the left in Fig. and thereby, they are stored respectively.
