<p><P>PROBLEM TO BE SOLVED: To provide a configuration which can improve scramble processing to content and exclude the unauthorized use of content. <P>SOLUTION: Different scramble rules are applied, as the scramble processing of content, for each kind of content. For example, when shuffle processing is applied, various shuffle modes are stipulated as scramble rules. When exclusive logical sum processing is applied, a value applied to an exclusive logical sum is stipulated as a scramble rule. When rotation processing is executed, a quantity of shift is stipulated as a scramble rule. When 32 pieces of shuffle elements are applied in shuffle processing, 32! different shuffle modes, that is, 32! scramble rules can be stipulated.
