<P>PROBLEM TO BE SOLVED: To provide paper for IC tip cards generating no unevenness on the surface of the IC tip card and the IC tip card using the same. <P>SOLUTION: The paper for IC tip cards is formed of multilayer paper made by paper making to have ≥2 layers, at least a surface layer and a back face layer, and constituted to form the IC tip card by napping the IC tip with the surface and the back face of 2 sheets of the paper for IC tip cards and mutually bonding the sheets of the paper for IC tip cards.
