PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit device using a variable delay circuit capable of highly accurately controlling a delay time. SOLUTION: The semiconductor integrated circuit device includes a first DLL circuit 3 for delaying an input clock signal and a second DLL circuit 10 capable of controlling a delay more accurately than the first DLL circuit, independently operates phase comparisons (31, 14) of the first and the second DLL circuits and makes the delay amount control of the second DLL circuit follow the operation of the first DLL circuit, thereby giving a delay to the input clock signal in the first and the second DLL circuits, so as to output an output clock signal having a prescribed phase relation to the input clock signal.
