PROBLEM TO BE SOLVED: To provide a manufacturing method of a solid electrolytic capacitor including a step of forming a chemical polymerization preliminary conductive precoat layer that uses less oxidizer-containing solution and is excellent in leak current characteristic. SOLUTION: In the case of applying the oxidizer-containing solution, two coating rollers including the oxidizer-containing solution are located in contact with each other in parallel, valve action metallic foil passes through between the coating rollers to apply the oxidizer-containing solution on the surface of the valve action metallic foil, and vapor of a conductive high molecule monomer is in contact with the surface of the valve action metallic foil to form the preliminary conductive precoat layer.
