PROBLEM TO BE SOLVED: To provide a novel ground reinforcing material using contents of sediment, gravel or the like instead of cobble stones, and efficiently storing the contents in a wire cage in a unique form to provide required weight and strength and to solve problems of cost as well as deformation of the wire cage and ground settlement caused by the formation of clearances. SOLUTION: The contents 9 such as granular or fine granular sediment and/or gravel larger in specific gravity than water and smaller in diameter than the mesh of the wire cage 2 are stored in a flexible bag 8 with an allowance in capacity to form a weight member 3 larger in size than the mesh of the wire cage 2 and changeable in shape by the movement of the contents 9, and a plurality of weight members 3 are stored in the wire cage 2 to form the ground reinforcing material.
