PROBLEM TO BE SOLVED: To provide a semiconductor device and an electronic apparatus by which low power consumption is achieved without losing data of a memory requiring a refresh operation even when a PLL circuit is built in. SOLUTION: The semiconductor device comprises a DRAM 110 which is a nonvolatile memory, the PLL circuit 120 which outputs an operation clock formed by multiplying an input clock, circuit blocks 130, 132 which operate synchronizing with the operation clock, first and second refresh controllers 140, 150 to request the refresh operation of the DRAM and a memory controller which arbitrates an access request of the circuit block to the DRAM and a refresh request of the first refresh controller. In a first mode that the PLL circuit 120 operates, the first refresh controller 140 makes the refresh request to a DRAM controller 160. In a second mode that the operation of the PLL circuit 120 stops, the second refresh controller 150 makes the refresh request by bypassing the DRAM controller 160. COPYRIGHT: (C)2006,JPO&NCIPI
