PROBLEM TO BE SOLVED: To automatically and efficiently obtain a desired result from time-series data, or extract expected characteristics of time-series data. SOLUTION: This device comprises a time-series data collection part 1 collecting time-series data; a class determination part 2 assigning a first class to time-series data characteristics of which are extracted and other time-series data to a second class smaller in value than the first class; a time-series data storage part 21 storing the time-series data with first and second classes assigned thereto; and a characteristic extraction part 4 applying, as coefficients, the first and second classes to, with respect to each of observation points that are time-series observation times where values of data elements are observed for the stored time-series data, a protruding function having a peak at each observation point, calculating the total sum of protruding functions having the first and second classes as functions for all the observation points of all the time-series data, and extracting an observation point where the calculated value is a predetermined threshold or more, thereby extracting characteristics of the time-series data.
