PROBLEM TO BE SOLVED: To provide a data transfer device and a data distribution system for accessing a server smoothly. SOLUTION: The data transfer device 11 is provided at a web server 10 connected to a network 13 and transfers requests received by the web server 10 to the web server 10. The data transfer device 11 accesses the number of requests for generating the number of accesses, holds the requests according to the number of accesses, and outputs the requests according to holding time for holding the requests.
