PROBLEM TO BE SOLVED: To fill the gap remaining between the inner surface of an outer shell body constituted of an arcuate sheet frame body and a form and concrete, both of which form a combined segment. SOLUTION: The outer shell body R is formed by providing a form plate 16a which closes the open surface 15 opposed to the skin plate 3 on the outer peripheral side of the arcuate sheet frame body 2. A filling port 17, which is provided to the skin plate 3 for primary filling, and the filling pipe 4, which is arranged from the outer shell body R toward the gap 5 for the purpose of secondary filling, are provided to the outer shell body R. Subsequently, the outer shell body R is filled with concrete C primarily and the gap 5 where bubbles remain between the inner surface of the outer shell body R and the primarily filled concrete C is filled with a filler 6 secondarily.
