PROBLEM TO BE SOLVED: To provide a new type of clinker and white portland cement composition, especially the white clinker composition of the type that has a high sulfur content resulting from fixed sulfur of a fuel and has the same characteristics as those of the cement produced. SOLUTION: The white portland cement clinker composition has a high content of fixed sulfur resulting from the high sulfur content petroleum coke used as the fuel. Furthermore, the white portland cement clinker shows low fuel consumption and the cement produced is of fast setting. The clinker consists of the following clinker phase comprising: 3CaO SiO<SB>2</SB>(C<SB>3</SB>S) of 40-75 wt%; 2CaO SiO<SB>2</SB>(C<SB>2</SB>S) of 10-35 wt%; 3CaO Al<SB>2</SB>O<SB>3</SB>(C<SB>3</SB>A) of 0-15 wt%; 11CaO 7Al<SB>2</SB>O<SB>3</SB>CaF<SB>2</SB>(C<SB>11</SB>A<SB>7</SB>CaF<SB>2</SB>) of 0-5 wt%; total CaF<SB>2</SB>of 0.3-1.5 wt% as measured in terms of CaF<SB>2</SB>and Fe<SB>2</SB>O<SB>3</SB>of 0-0.5 wt%.
