PROBLEM TO BE SOLVED: To provide an information recording medium capable of suppressing noise generation in signal reproduction, the information recording medium having a backing layer for enhancing intensity and inclination of a writing magnetic field in a recording layer, and to provide a method for manufacturing the same and an information storage device. SOLUTION: The information recording medium includes: a substrate 2, a recording layer 8, a first backing layer 3 formed of a soft magnetic material; and a second backing layer 4 whose compensation temperature is signal reproduction temperature, and the first backing layer 3, the second backing layer 4 and the recording layer 8 are layered in this order on the substrate 2. By such structure, leakage magnetic fluxes from the respective backing layers 3, 4 to be causes of noise in signal reproduction are suppressed and a recording magnetic field generated from a magnetic head is concentrated in the recording layer 8 by the respective backing layers 3, 4 in the signal reproduction. Thus, the information storage device capable of suppressing the noise resulting from the respective backing layers 3, 4 in the signal reproduction even in the information recording medium having the respective backing layers 3, 4 can be provided.
