PROBLEM TO BE SOLVED: To solve the problem wherein an exposure time gets different because a shutter speed is varied corresponding to a change in clock frequency even while a line setting value etc are obtained from the same shutter gain volume through calculation, when a clock frequency which serves as the standard of the operation of a solid-state image sensor is varied with a frequency change in a master clock. SOLUTION: In an automatic exposure control, a shutter speed is decided on the basis of brightness information as to an object making a prescribed clock frequency serve as a standard of control, when the actual operating clock frequency of a CCD image sensor 12 is different from the clock (prescribed clock) frequency which serves as a standard of control, a clock gain volume corresponding to the above frequency difference is set up and stored in a non-volatile memory 16, and a shutter gain volume is added to the clock adjustment volume, and a shutter speed is determined in addition to the shutter gain volume as a final shutter gain volume.
