PROBLEM TO BE SOLVED: To provide an image data generating apparatus which can carry out transfer of dots superior in stability and reproducibility while effects or the like of adjacent dots due to thermal storage are avoided, and to provide an image data generation processing program and a thermal recorder, etc. SOLUTION: The image data generating apparatus is equipped with a development matrix selecting means, a tone value calculating means which obtains a tone value of a dot pattern in each selected development matrix, an image data acquiring means which acquires image data, a tone value converting means which converts a tone value of each pixel in the acquired image data to any of the obtained tone values, a development matrix acquiring means which acquires each development matrix corresponding to the converted tone value of each pixel from the selected development matrices, and an image data generating means which generates image data for printing by developing each pixel to the acquired development matrix.
