<P>PROBLEM TO BE SOLVED: To maintain balance between power generating output and use of exhaust heat, to efficiently execute operation of a fuel cell system by evading a state of excess heat as much as possible and to downsize the system as a whole by downsizing a cooling means of the fuel cell system. <P>SOLUTION: The fuel cell system derives a power generating output limit value EL (first power generating output limit value deriving means) based on hot water storage tank exit temperature T4 detected by a fourth temperature sensor 72a and a first map or an operational expression indicating a relative relationship between the hot water storage tank exit temperature T4 and the power generating output limit value EL for the fuel cell in step 104.
