PROBLEM TO BE SOLVED: To provide a modulation system control method for reducing power consumption while maintaining communication quality by solving the problem that since a modulation system for maximizing a transmitting speed according to a propagation path condition in a conventional adaptive modulation system, the modulation system with the transmitting speed higher than necessary is selected, and any useless transmission power is consumed when a traffic volume is small. SOLUTION: In a transmitting/receiving device, a first modulation system deciding part 6 decides a modulation system for satisfying fixed communication quality based on line quality information from a receiving part 5, and for maximizing a transmitting speed as a first modulation system, and a traffic volume detecting part 1 detects the traffic volume of transmission data, and a second modulation system deciding part 7 decides the modulation system for minimizing the transmitting speed at which the traffic volume is transmittable as a second modulation system, and a modulation system deciding part 9 selects either the first modulation system or the second modulation system whose transmitting speed is lower as the transmission modulation system.
