PROBLEM TO BE SOLVED: To perform fail safe control by detecting clogging of fuel piping and fuel leak of an internal combustion engine. SOLUTION: When demand fuel quantity to an operation condition of an internal combustion engine is calculated and delivery quantity of a fuel pump 51 is optimumly controlled based on the demand fuel quantity QF, a device determines whether fuel piping is clogged or fuel leaks from fuel pressure feed back value VPFB of pump drive voltage in relation to demand fuel quantity QF and performs appropriate fail safe control according to a determination result.
