<P>PROBLEM TO BE SOLVED: To perform demand control irrespective of a differential between load capacities of systems with respect to a plurality the power systems that are distributively arranged. <P>SOLUTION: This demand monitor comprises: a demand power measuring means 11 that measures demand power at each unit hour; a target power setting means 12 that sets target demand power; a demand power prediction means 13 that predicts the demand power and outputs a demand signal when the predicted value exceeds the target demand power; an each-system demand power measuring means 14 that measures the demand power of each of the plurality of power systems; an each-system target power setting means 15 that sets the target demand power of each system; and an each-system demand power prediction means 16 that predicts the demand power of each system and outputs the demand signal of each system when the predicted value exceeds the target demand power of each system, and when the demand power prediction means outputs the demand power.
