PROBLEM TO BE SOLVED: To provide a capacity regulator of a battery pack in which useless power consumption can be suppressed by not performing regulation when each cell voltage does not vary. SOLUTION: The capacity regulator of a battery pack comprising a circuit 21 bypassing each cell 17 of a battery pack 16 consisting of a plurality of cells 17 and regulating variation in capacity of the battery pack 16 by controlling operation of the bypass circuit 21 and discharging each cell 17 or stopping discharge is further provided with a bypass enable/disable switch 11 for stopping operation of the bypass circuit 21 forcibly to disable regulation of variation in capacity. The bypass enable/disable switch 11 is a switching means for enabling or disabling operation of the bypass circuit 21 in which the operation of the bypass circuit 21 is disabled forcibly by receiving a bypass forcible off signal.
