PROBLEM TO BE SOLVED: To solve the problem, wherein while a device is operated as a ciphering and deciphering device and ciphered information is stored in a network-connected external storage, data cannot be accessed, when the device fails. SOLUTION: The ciphering and deciphering device comprises a random number generation means for generating random numbers; a first random number ciphering means for ciphering the random number generated in the random number generation means with a first public key; a second random number ciphering means for ciphering the random number with a second public key; a data-ciphering means for ciphering the data received from a user with the random number as a cipher key with a common key; and a data storage means for storing ciphered data generated in the first random number ciphering means, the second random number ciphering means and the data ciphering means in an external storage device.
