PROBLEM TO BE SOLVED: To provide a holding device which has the excellent reliability in a latching effect, can be produced at low cost and is light and highly resistant to wear, and an accessory using the same. SOLUTION: The holding device 1 includes an elastomer 10 and a stringlike member 20. The elastomer 10 has a base member 100 and a fixing hole 15. The base member 100 has a tabular shape and is comprised of a plastic material. The fixing hole 15 is bored to penetrate the thickness d0 of the base member 100 in a direction parallel to a plate surface. The stringlike member 20 penetrates the fixing hole 15 and is elastically held by the base member 100 in the fixing hole. The above holding device 1 is combined with a decoration 4 or a decoration holding device 3 including it to be used.
